Dear Mr. O'Reilly:

On December 28, 1982, Florida Power Corporation (FPC) received a verbal reminder from your staff that a request for additional information, previously requested in Inspection Report 82-20, concerning corrective actions to resolve possible Document Control programmatic problems was still outstanding. Your staff indicated that the Region needed to be informed of corrective actions and/or anticipated reviews of the program and the associated schedule. This letter fulfills that request.

Prior to the issuance of Inspection Report 82-20, FPC had already identified several possible programmatic problems within the Document Control Program. The primary problem was the lack of an adequate record indexing and retrieval program in the Nuclear Operations Document Control Section. Therefore, early in 1982, FPC acquired the services of a consultant (General Physics) to develop, install and implement a records retrieval program for the Document Control Section.

Installation of this program was completed on December 31, 1982. This program provides retrievability and accountability for records already identified as Quality Records by the Document Control Section. As a part of this program, records management procedures within Document Control were revised to comply with ANSI N45.2.9. During the installation of this records program, FPC recognized that this problem was not limited to Document Control, but extended to all Nuclear Operations departments. Later, upon receiving Inspection Report 82-20, FPC acknowledged that there were programmatic problems with the records retrieval program, already identified by FPC and that a description of corrective actions would be sent to the Region in the response to inspection Report 82-20. Unfortunately. due to failure of personnel to recognize the need for this additional information, no response to these programmatic concerns was sent with FPC's response to Inspection Report 82-20.

- To correct departmental programmatic problems, FPC has initiated a detailed review of all related procedures to ensure that necessary interface procedures between Document Control and each department meet the intent of ANSI N45.2.9. To ' aid in the rev.:sion and development of these interface procedures, FPC. is establishing a more detailed position regarding implementation of ANSI N45.2.9 as a basis for developing the working Document Control procedures within each department. This position will also identify all of those

. document types that FPC considers to be records, (including the Architectural Engineer and Nuclear Steam System Supplier documents). Because this review addresses such a broad area (review of all departmental procedures, development of an interface procedure, and revision of all procedures to comply with handling, storage and collection requirements),

FPC, expects the final implementation of revised procedures to be completed no later than June 1,1984.
