Gentlemen:

On January 4, 1994, The Cleveland Electric Illuminating Company (CEI) and The Toledo Edison Company (TE) publicly announced the write-off of their investment in Perry Nuclear Power Plant (PNPP) Unit 2. Subsequently, on February 2, 1994, the NRC vas informed of this decision in personal discussions between Centerior Senior Vice President Donald C. Shelton, NRC Executive Director for Operations James M. Taylor, and NRC Director of the Office of Nuclear Reactor Regulation Thomas E. Murley at NRC Headquarters.

In accordance with the NRC Generic Letter 87-15, " Policy Statement on Deferred Plants," you are hereby informed of the intention to permanently terminate PNPP Unit 2 construction site activities. A formal withdrawal of the Request for Extension of PNPP Unit 2 Construction Permit No. CPPR-149 filed by CEI on October 28, 1991 (letter PY-CEI/NRR-1377L), and supplemented on February 20, 1992 (letter PY-CEI/NRR-1454L), is hereby requested.

Plans for the termination of Unit 2 activities, including plans to redress portions of the PNPP site affected by Unit 2 construction activities, vill be provided to the NRC when developed.
