NPF-10 AND NPF-15 The U. S. Nuclear Regulatory Comission (the Comission) has issued Anendnent No.14 to Facility Operating License No. NPF-10, and Araendment No. 3 to Facility Operating Licensa NPF-15 to Southern California Edison Company (SCE), San Diego Gas and Electric Company, The City of Riverside, California and The City of Anahein, California (licensees) for the San Onofre Nuclear Generating Station, Units 2 and 3 (the facility) located in San Diego County, California. These anendments are effective February 18, 1933.
The amendments nodify the Technical Specifications to change the flow rate of the control room energency air cleanup systen from 1500 cfn + 10%
to 2050 + 150 cfm. These amendnents were requested by the SCE letters of February 11 and 16,1983.
Issuance of these amendments conplies with the standards and requirenents of the Atonic Energy Act of 1954, as amended (the Act), and the Comission's regulations. The Connission has nade appropriate findings as required by the Act and the Comission's regulations in 10 CFR Chapter I, which are set forth in the license amendnents.

Prior public notice of these amendnents is not required because the anendments do not involve a significant hazards consideration.
The Cor.nission has determined that the issuance of these amendments 1
will not result in any significant environmental impact and oursuant to 10 CFR 51.5(d)(4) an environnental impact statement, or negative declaration and environnental impact appraisal need not be prepared in connection with issuance of the amendments.
For further details with respect to this action, see (1) Southern California Edison Company's letters dated February 11 and 16,1983, (2) Amendment No.
14 to Facility Operating License No. NPF-10 (3) Amendnent No. 3 to Facility 4
Operating License NPF-15, and (4) the Comission's related Safety Evaluation.
