Dear Sir:

The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.

Due to the extensive investigation and evaluation required, an Interim Report is attached. It is now expected that this information will be finalized by April 20, 1983, at which time a complete report will be submitted.

POTENTIAL PROBLEM

Combustion Engineering identified a discrepancy in the installation of valve motor operators. Unit 1 Pesi-Seal Valves SI-673 through 676 are motor operated valves located in the containment recirculation sump to the Safety Injection Pump suction lines. At Posi-Seal, the motor operators qualified for inside containment were-installed on the outside' containment valves (SI-674 and 676) and the motor operators qualified for outside containment were installed on the inside containment valves (SI-673 and 675). The ability of the Safety Injection System to adequately perform its safety related i

~ function is consequently indeterminate.

APPROACH TO AND STATUS OF PROPOSED RESOLUTION l
