50-260 50-296 In my June 13, 1983 letter to you, we provided you with Browns Ferry TS 189 dealing with the Standby Gas Treatment (SBGT) System surveillance testing and requested that this be handled on an emergency basis.

In discussions with your staff, we have reached the following agreement regarding the interpretation of the requirements of the presently approved subject technical specification (4 7.B.3.a).

Technical specification 4.7.B.3.a does not require a logic functional test from the primary sensor to system actuation and will be satisfied by our commitment to actuate the SBGT blowers from the appropriate relay in each unit's primary containment isolation system logic (16A-K-23) on a once per year interval.

Based on this agreement TS 189 is still needed, but not on an emergenof basis j

to preclude a forced shutdown of unit 3 on July 3, 1983 Your cooperation in this matter is greatly appreciated.
