Nudear Group Headquarters 9M Cheste rbrook floulevard Wayne. PA D087 5691 August 4,1994 Docket Nos. 50-352 50-353 License Nos. NPF-39 l NPF-85 U. S. Nuclear Regulatory Commissior; Attn: Document Control Desk Washington, DC 20555

SUBJECT:

Limerick Generating Station, Units 1 and 2 Technical Specifications Change Request No. 90-13-0 Revised Technical Specifications Pages Gentlemen:

By letter dated April 23,1993, PECO Energy Company submitted Technical Specifications Change Request No. 90-13-0, in accordance with 10CFR 50.90, requesting an amendment to the Technical Specifications (TS) (i.e., Appendix A) of Operating License Nos. NPF-39 and NPF-85. Subsequently, by letter dated October 8,1993, the Nuclear Regulatory Commission (NRC) issued Amendment No. 63 to Facility Operating License No. NPF-39 and Amendment No. 28 to Facility Operating License No. 85 for Limerick Generating Station, Units 1 and 2, respectively. These Amendments, which involved changes to the requirements for holding Senior Reactor Operator (SRO) Licenses for certain Plant Management positions, were a modified version of the changes originally requested by PECO Energy. The NRC's Safety Evaluation Report which supported the Amendments stated that the proposed change to relax the off-shift SRO license holder requirement to allow either the Plant Manager or Superintendent - Operations or Assistant Superintendent - Operations to hold an SRO License was being further evaluated by the Human Factors Assessment Branch.

The purpose of this letter is to change the original TS change request such that only the Superintendent - Operations or the Assistant Superintendent -

Operations are required to hold an SRO license. The proposed replacement l pages for the Limerick, Units 1 and 2, TS are contained in Attachment 1. This information is being submitted under affirmation, and the required affidavit is enclosed. We request that, if approved, these changes become effective by l September 9,1994, in order to support planned organizational changes. l M8"22888R M888ssa o} W AM/kcqHad pa/M//NyW7'i @ I
