This submittal is to advise you that we are deviating from the originally scheduled emergency preparedness exercise dates of February 1984 and 1985.
These dates were set at a FDIA Region V and NRC Region III meeting held April 21, 1982 in Chicago.
Since that meeting, FDIA Region III has met and developed a desired schedule of nuclear power plant exercises. This meeting was held on January 20, 1983 and scheduled the Beaver Valley Power Station Emergency Preparedness Exercise for June of 1984 and 1985.
This test schedule exceeds the test frequency as set forth in 10CFR50, Appendix E, Section IV.F, NUREG-0654/FDIA-REP-1 and 45FR55408, August 19, 1980. However, because of Beaver Valley Power Stations unique situation of being included in two FDIA Regions and three NRC regions, Duquesne Light feels we should plan our exercise in accordance with the request of the host region. NUREG-0654/ FEMA-REP-1 also states " Exercises should be conducted under various weather conditions" and as you are aware, the last two annual exercises at Beaver Valley have been held in February.
Taking this into consideration, the June date would represent a weather condition different from the past exercises.
We will consider the proposed scheduled dates acceptable on this basis unless we are otherwise notified by you within 60 days.
