a Mr. William H. Regan, Jr.

Chief, Siting Analysis Branch Division of Engineering U.S. Nuclear Regulatory Comission Washington, D.C. 20555 Re: Cultural Resources Protection Plan Waterford SES - Unit No. 3 Louisiana Power & Light Company St. Charles Parish, Louisiana

Dear Mr. Regan:

My staff has reviewed the referenced document recently transmitted by Mr. L. V. Maurin of Louisiana Power and Light Company. As no changes have been made in the data contained in this document from that contained in Sections 2.3 and 4.2 of the Environmental Protection Plan previously re-viewed by our office (letter dated December 30,1982), we have no additional coments to offer.

Consequently, it remains our opinion, based on this Cultural Resources Protection Plan and the Documentation for a Determination of No Adverse Effect submitted earlier, that there will be no adverse effect on either Area 3 (Waterford Plantation Overseer's House Site - 16SC41) or Area 4 (Waterford Plantation Workers' Quarters Site - 16SC41), both of which have been determined to be eligible for the National Register of Historic Places.

This letter should be included with documentation for a Determination of No Adverse Effect to be sent to the Advisory Council on Historic Preservation in accordance with Section 800.6 of the Council's regulations.

If we may be of further assistance, do not hesitate to contact my staff in the Division of Archaeology.

Si rely,
