Unit No. 3 St. Charles Parish, Louisiana
Dear Mr. Regan:
My staff has reviewed the revised Environmental Protection Plan transmitt-ed by Mr. L. V. Maurin of Louisiana Power and Light by letter dated November 12, 1982. Our review of those sections of the document dealing with cultural resources, specifically, Sections 2.3 and 4.2, indicated that the revised plan reflects changes discussed by Dr. Louis Bykoski of your staff and Mr. Duke Rivet of my staff.
It is my opinion that with the adoption of this plan, there will be no adverse effect on either Area 3 (Waterford Plantation Overseer's House) or Ares 4 (Waterford Plantation Workers' Quarters), both of which have been determined to be eligible for the National Register of Historic Places.
This letter should be included with documentation for a Determination of No Adverse Effect to be sent to the Advisory Council on Historic Preservation l
l in accordance with Section 800.6 of the Council's regulations.
We have enjoyed working with your staff during all phases of this pro-ject. We would also like to take this opportunity to comend Louisiana Power and Light for the efforts they have made in assuring that cultural resources were given full consideration in the project planning process, i
