Final Report of 10CFR50.55(e) Item on Water Leak in Drywell Bellows Area (#70)

Dear Mr. Keppler:

This is Detroit Edison's final report on the water leak problem in the drywell bellows area. This problem was originally reporteri to Mr. P.

Pelke of NRC Region III by Detroit Edison's Mr. II.A.. Walker, Supervisor-Construction Quality Assurance, on June 4, 1982.

In performing the backflush prior to reactor pressure vessel (RPV) hydro-static testing, the reactor cavity had been flooded. Smetine later, water was detected running fran around drywell penetrations at lower levels. The water appeared to be leaking through the drywell bellows area between the drywell steel liner and the concrete, and flowing downward until it reached an opening to the outsida.

After incomplete seal welds in the Reactor Well had been located and repaired, the leakage was stopped. When the repairs wre completed, the Reactor Well was filled to continue flushing operations. During observation of the flush-ing operations, no flow was witnessed through the G41 (Fuel Pool Cooling and Cleaning System) drain line, and no leakage was observed through penetrations in the Biological Shield Wall.

The Reactor Well was still filled several days after the repairs. A survey of all areas where leaks had been detected was conducted. All the areas surveyed were dry.
