Perry Nuclear Power Plant Docke t Nos. 50-440; 50-441 Contact Leads on HMA Relays Fupplied by General Electric
[RDC 61(82)]
Dear Mr. Keppler:
This let ter serves as an interim report pursuant to 10CFR50.55(e) on the potential signif Lcant def tciency concerning HMA relays supplied to Perry Nuclear Power Plunt by the General Electric Company (GE).
Mr. E. Riley of The Cleveland Electric Illuminating Company (CEI) notified Mr. P. Pelke of your of fice on Augus t 18, 1982, that this potential deficiency was being evaluated by CEI.
This letter contains a description of the deficiency and the method planned for comple tion of the evaluation.
Description of Deficiency This potential significant deficiency concerns HMA relays supplied by GE which were manuf actured between January 1976 and June 1981.
The length of the uninsulated flexible leads connected to the movable contacts of the relays may exceed the allowable dimensions which could result in reduced spacing be tween the lead and co L1 clecuit te rminals.
This condition was reported to the NRC by GE under' 10CFR21 in a le tter da ted April 1, 1982.

Method - Planned for Comple tion of Evalua tion Field Disposition Ins tructions (FDI) WNQB and WRMM were issued February 20, 1982, by GE for inspection and correction of any defective HMA Relays. All relays manuf actured during the-referenced time period will be inspected for lead to terminal-spacing. If it is determined that the leads can touch the coil circuit terminals, the condition will be corrected by assembling a heat shrinkable insulating tubing over the contact terminals according to procedures j
set forth in the referenced FDIs. Evaluation for Unit I should be completed by October 29, 1982, and for Unit 2, by October 31, 1983. We will then file our next report on this subject.
