Dear Sir:
With regard to Mr. H. C. Dance's letter of March 7, 1983 which transmitted the subject inspection report, Duke Power Company does not consider the informa-tion contained therein to be proprietary.
Please find the attached response to the cited item of noncompliance. Another example of noncompliance contained in this Inspection Report was identified by the Oconee Resident Inspector on February 20, 1983, when he found a High Radiation Area access door to Room 225 unsecured. The cause and corrective actions noted in the violation response attached are applicable to both instances.

,a Violation Technical Specification 6.4.1.g., requires that the station be operated and maintained in accordance with approved Radiation Control Procedures. Station Directive 3.8.2.3, " Health Physics High Radiation Door Tour" 12/6/79, Section 1.1, states all high radiation area doors are securely locked or guarded at all times except for entry and exit.
Contrary to the above, all high radiation area doors were not locked in that on January 18, 1983, an entrance to the HPI/LPI pump room hatch area, a high radiation area, was discovered unsecured with no positive control over entry.
This is a Severity Level V Violation (Supplement E.2.).
Response

Admission or denial of the alleged violation:
This violation is correct as stated.
2)
Reasons for the violation:
This violation resulted from personnel error, failure to close and lock the access door to the cited area upon exit from the area.
3)
Corrective actions taken and results:
The cited door was locked closed immediately after it was found open.
4)
Corrective actions to be taken to avoid further violations:
Station Directive 3.8.2.2, " Issuance of High Radiation Area Access Keys",
will be revised to include specific instructions and responsibilities for control of access to High Radiation Areas. Personnel issued keys to these High Radiation Areas will be required to acknowledge by their signature that they understood and will comply with the requirements of the directive.
Daily key issue signatures will be documented in the Daily Key Issue Log.
Master Key issue signatures will be documented by letters to file.
5)
Date when full compliance will be achieved:
1 The corrective actions noted in (4) above will be completed by April 15, 1983.
