DOCKET NOS. 50-445 AND 50-446 The U. S. Nuclear Regulatory Commission (the Comission) has reviewed the anendnents to Construction Permits CPPR-126 and CPPR-127 relating to the withdrawal of groundwater during construction of the Comanche Peak Stean Electric Station, Units 1 and 2, located in Somervell County, Texas. The construction permits I
were issued to the Texas Utilities Generating Company. The amendments would
]
increase the allowable annual average groundwater withdrawal rate from 30 gpm to 40 gpm until completion of construction.
In accordance with 10 CFR Part 51, the Comission's staff has prepared an environmental impact appraisal (EIA) for the amendment. The Comission~ has concluded that an environmental impact statement for this action is not warranted, because there will be no adverse environmental impacts affecting the quality

in addition to those impacts evaluated in the Commission's Final Environwntal 4 I

L June 1974. A negative declaration is, therefore, appropriate.

NOTICE OF ISSUANCE OF AMENDHENTS TO CONSTRUCTION PER'ilTS 1
Notice is hereby given that the U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 6 to Construction Permit No. CPPR-125 and Amendment No. 6 to Construction Permit No. CPPR-127.
The amendments increase the allowable annual average groundwater withdrawal from 30 gpa to 40 gpn until coupletion of construction. The amendments are effective as of the date of issuance.
1 The application for the amendments complies with the standards and require-i nents of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Connission has made appropriate findings as required i
by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which i
are set forth in the license amendment. Prior public notice of this amendment was not required since the amendnent does not involve a significant hazards consideration.

f 7590-01 The Comission has prepared an environmental impact appraisal for the amendment and has concluded that an environmental impact statenent for this particular action is not warranted because there will be no environmental impact attributable to the action other than that which has already been predicted and described in the Connission's Final Environmental Statement for the facility, dated June 1974.
For further details with respect to this action, see (1) the application for anendment, dated July 26, 1982, (2) Amendment 11o. 6 to CPPR-126. (3) Amendment No. 6 to CPPR-127, (4) the Environmental Inpact Appraisal and (5) the Negative Declaration supporting the anendments to the construction permits. All of these itens are available for public inspection at the Coonission's Public Docunent Room,1717 H Street,11. W., Washington, D.
C., and at the Somervell County Public Library, On The Square, Glen Rose. Texas 76403.
