APPENDIX A NOTICE OF VIOLATION Mississippi Power and Light Company Docket No. 50-416 Grand Gulf License No. NPF-13 As a result of the inspection conducted on January 17 - February 15, 1983, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9, 1982), the following violations were identified.
A.
Technical Specification 6.8.1 requires that written procedures be estab-lished, implemented, and maintained.
Contrary to the above, the requirements of System Operating Instruction 04-1-01-P75-1, Revision 14, Standby Diesel Generator System, paragraph 4.7.2.a, was not met on January 21, 1983, in that the starting-air dryer handswitches were not in the " STANDBY" position.
This is a Severity Level V Violation (Supplement I).
B.
10 CFR 20.203(e) requires areas in which radioactive material exceeding ten times the quantity specified in Appendix C of this part shall be conspicu-ously posted with a sign bearing the radiaticn caution symbol and the words:
" CAUTION, RADI0 ACTIVE MATERIAL (S)".
Contrary to the above, the requirement was not met in that on January 25, 1983, radioactive material sources containing 7,760 curies of Antimony-124 were stored in an area that was not posted as a Radioactive Material (s) t l
Area.
This is a Severity Level V Violation (Supplement IV).
Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement I
or explanation in reply, including:
(1) admission or denial of the alleged l
violations; (2) the reasons for the violations if admitted; (3) the corrective I
steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full l
compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
