Dear Sir:
Enclosed for filing are three (3) signed originals and nineteen (19) copie.s of n document entitled, " Application for Amendment to Operating License," together with forty (40) copies of Attachnents I, II, and III thereto, comprising a statement of prcposed changes to Appendix A of the Technical Specificatione and associated Safety Evaluation and analyses.
'Ihe proposed changes comprise the etandard reload licensing submittal for the forthcoming Relead 5/ Cycle 6 core.
Most of the changes simply involve delet.ons associated with discharged fuel types and new transient analyses.
The table of Minimum Critical Power Ratio (MCPR) Operating Limits in Section 3.1 is revised to accommodate new fuel. Two additional Rod Block Monitor Trip Level Settings are added to facilitate control rod withdrawals.
The Proposed changes are Attachment I to the Application for Amendment enclosed with this letter.
The Safety Evaluation for the proposed changes is Attachment II.
Attachment III is a supporting General Electric report, " Supplemental Reload Licensing Submittal for James A. FitzPatrick Nuclear Power Plant Reload 5", dated March 1983.

O In accordance with 10 CFR 50.91, a copy of this application, with attachments, is being provided to the designated New York State Official.
The Authority has classified this Application for Amendment to the Operating License as Class III.
Enclosed is a check in the amount of $4000 as the filing fee per 10 CFR 170.22, which the Authority pays under protest pending a final determination of the legality of the fee schedule.
