UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-293 BOSTON EDIS0N COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 54 to Facility Operating License No. OPR-35, issued to Boston Edison Company, which revised Technical Specifications for operation of the Pilgrim Nuclear Power Station (the facility) located in Plymouth County, Massachusetts. The amendment is effective as of its date of issuance.
The amendment revises the Technical Specifications to allow operation during Cycle 6 and addresses (1) a reduction in Maximum Average Planar Linear Heat Generation Rate (MAPLHGR) values to account for taking no credit for core spray heat transfer and (2) revised operating limit Minimum Critical Power Ratios (MCPRs) to allow variation with measured scram times.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (che Act), and the Comission's rules and regulations. The Comission has made appropriate fin' dings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Comission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
