Dear Mr. Denton:

In response to discussions with members of your staff, Duke Power Company has agreed to clarify certain administrative practices regarding evaluation of reactor trips.

In order to clarify these requirements concerning proper evaluation of reactor trips, the operating procedures covering reactor trip recovery and unit startup have been revised to require notification of the duty Performance Engineer prior

-to unit restart.

The duty Performance Engineer is responsible for performing an independent engineering analysis on all reactor trips except for those that are a direct result of operator error. This analysis will be performed using a reactor trip checklist to ensure all appropriate parameters are considered.

The following procedures have been changed to require this analysis:

AP/1/A/5500/01 - Reactor Trip AP/2/A/5500/01 - Reactor Trip OP/1/A/6100/05 - Unit Fast Recovery OP/2/A/6100/05 - Unit Fast Recovery OP/1/A/6100/01 - Controlling Procedure for. Unit Startup OP/2/A/6100/01 - Controlling Procedure for Unit Startup These procedures require the duty Performance Engineer to document his review of the trip and _ to provide his reconnendation on restart to. the Operations Group prior.to restart of the unit.
