Reply to a Notice of Violation Viglation 1@9J7_0/94-QEQ1 Technical Specification 6.8.1 states that written procedures shall be established, implemented and maintained in accordance with Regulatory Guide 1.33, Revision 2, February 1978, Appendix A, t

which refers to procedures for combating emergencies and other significant events such as acts of nature (e.g. tornado, flood, dam failure, and earthquake).

Contrary to the above, Station Procedure RP/0/A/5700/06, Natural Disasters, do s not contain adequate instructions to ensure that the facility will be protected during severe w :.u ar conditions.

This procedural inadequacy was identified following an actual tornado on March 27, in Mecklenburg county, where the plant is located. Examples of procedure inadequacies include confusing entry conditions, lack of specific event mitigating instructions, and inadequate guidance for transition to Emergency Action Level procedures.

This is a Severity Level IV violation (Supplement 1).

Correctivg_ Steps that have been taken and the results cchieved:

a.

A tag was affixed to the weather alert radio located in the Control Room to remind Control Room operators to refer to RP/0/A/5700/00, Classification Procedure, and RP/0/A/5700/06, Natural Disasters, for any weather alert. This corrective action was completed on or before July 12,1994.

b.

All licensed operators were briefed on the severe weather event that occurred on March

27. Guidance provided to the licensed operators included a discussion of the problems in implementing severe weather precautions during the March 27 event, tagging of the weather alert radio in the Control Room to remind operators to enter procedures RP/0/A/5700/00, Classification Procedure, and RP/0/A/5700/06, Natural Disasters upon radio activation and proper procedure entry conditions for these procedures. This corrective action was completed on or before July 12,1994.

c.

RP/0/A/5700/06, Natural Disasters, was revised to more clearly define procedure entry conditions and contingency actions. This corrective action was completed on July 12, 1994.

A training package on the revised procedure RP/0/A/5700/06 was issued to all licensed operators on July 13,1994.
