Stop Work Order No. 10 - Drywell Refueling Bellows

Dear Mr. Keppler:

On February 26, 1982, Stop Work Order No. 10 was issued on the drywell refueling bellows to assure adequate nondestructive examination of the bellows and to assure-procedural control i

over movement of'the bellows.

On April 7, 1982, the Deviation Report associated with inadequate procedural control over movement of the refueling bellows was closed as a result of revised job instructions.

Reclassification of the refueling 2

bellows as a non-safety component was accepted by representa-tives of Nuclear Reactor Regulation in a meeting on October 6, 1982. _On December 2, 1982, the NRC concurred with a limited resumption of work on the refueling bellows to perform addi-

-tional nondestructive examination.

On January 17, 1983, the NRC concurred with a more detailed plan for disposition of the refueling bellows.

Additional nondestructive examinations have been conducted

)

and the results plotted on weld maps along with previous radio-graphic and ultrasonic testing results.

Sargent & Lundy per-formed a fracture mechanics analysis of the bellows based on these findings.

Their analysis demonstrates that the bellows assembly is structurally acceptable.

The analysis has been independently reviewed and accepted by Illinois Power.

Subsequently, additional liquid penetrant examination was performed on some of the assembly welds which will be in contact with refueling pool water to ensure leak-tightness.

Some minor surface indications were removed and one (1) pin hole indica-tion was repaired.

The refueling bellows is now considered fully acceptable.

Accordingly, it is requested that this program be evaluated to permit lifting of Stop Work Order No. 10 such that installation of the bellows can proceed.

Illinois Power Company will provide any assistance required in this matter.
