DOCKCT NO. 50-313 ARKANSAS POWER & LIGHT C0f1PANY NOTICE OF ISSUAtlCE OF Af1ENDf'ENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Comission) has issued Amend-ment No. 7 0 to Fac,ility Operating License No. DPR-51, issued to Arkansas Power

and Light Company (the licensee), which added a,1icense. condition for operation of Arkansas Nuclear One, Unit No.1 (ANO-1) locat'ed in Pope -

County, Arkansas. The amendment is effective as of the date of issuance.

The amendment adds a condition to t'1e license regarding the implementation of a secondary water chemistry monitoring program.

The application for the amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commissicn's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.' Prior public notice of this, amendment was not required since the amendment does not involve a significant hazards con-sideration. '

t The Comission has detennined that the issuance of. this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4), and environmental impact statement or negative declaration and-.

enyimnmental impact appraisal need not be prepared in connection with issuance of this amendment.
