Clarification to RAI 440.133; (Reactor Systems Branch)
Dear Sir:
The referenced letters respectively provided a response and revised response to the NRC Request for Additional Information 440.133 regarding our compliance with Branch Technical Position BTP RSB 5-1, " Design Requirements of the Residual Heat Removal System."
It was indicated in Reference (b) that Functional Requirement A.1 of BTP RSB 5-1 was met in that the systems utilized to bring the reactor to a cold shutdown condition are safety grade.
In Reference (c), we provided an exception to the above statement regarding the nonavailability of Class lE pressurizer heaters.
It should be noted that, for plant cooldown initiated shortly after reactor shutdown, the pressurizer heaters are not required to bring the reactor to a cold shutdown condition and, therefore, we continue to maintain our position that we have available a qualified path to cold shutdown.
