Dear Sir:
In response to the open item regarding protection of the Fuel Oil Transfer Pump from damage due to inadvertent actuation of the Fire Protection System in the Fuel Oil Storage Tank Room, we have enclosed a commitment to replace the open heads of the Deluge System with closed, low-temperature spray heads.
Please note that the enclosed commitment supercedes that tendered in Reference (b) and will be incorporated in OL Application Amendment 49.

-23,.1983, we are modifying our response relative to the protection of the - Fuel.
Oil-Transfer Pump from damage due to inadvertent actuation'of the Fire Protection System in the Fuel Oil Storage Tank Room.
The present design of 'the Fire Protection Deluge Spray System for the Fuel Oil Storage Tank Rooms' consists of redundant trains of open head, dry pipe deluge systems. Seismically qualified deluge valves, located outside the rooms are-actuated by heat and smoke sensors located within the rooms..The deluge piping within the room is all seismically designed.
To preclude damage to safety-related equipment within these rooms due to inadvertent actuation (i.e., seismic event) of the deluge system, the open heads of the deluge system will be replaced with closed-head, low temperature (1350F) spray heads. Although not specifically qualified as Seismic Category 1, this type head has been used extensively in both nuclear and non-nuclear facilities and has demonstrated its ability to withstand actual seismic events without failure or inadvertent actuation.
This proposed modification has been discussed with Mr. John Stang of the Staff (CMEB) and has been found acceptable from a Fire Protection standpoint.
This commitment supercedes commitments made in Reference (b).
