AFFIDAVIT OF JOHN T. MERRITT, JR.

REGARDING STRUCTURAL INTEGRITY TEST I, John T. Merritt, Jr., being duly sworn, do depose and state:

I am employed by Texas Utilit,ies Generating Company in the position of Startup Minager. As such I am responsible for all prerequisite and preoperational testing at Comanche Peak, including the Containment Structural Integrity Test. My educatior.al and professional qualifications are included in the record as Applicants' Exh' hit 17. The purpose of this affidavit is to provide supplementary information on the issue of structural integrity of the Unit 1 Containment.

I&E Report 79-11 (Applicants' Exhibit 44C) discusses the placement of a small amount of concrete on the Unit 1 dome in January 1979 without appropriate QA involve-9 .

ment. An engineering analysis of the concrete placement concluded that it was satisfactory. Nevertheless, when the Notice of Violation concerning this matter was closed out in I6E Report 79-24/23 (Applicants' Exhibit 44D), -the technical resolution was left open to await verification of the structural integrity of the containment to be perforned pursuant to 10 CFR Part 50, Appendix J.

This will advise the Board that the Structural Integrity Test was completed successfully on January 26, 1983. This test consisted of pressurizing with air the three million cubic feet volume inside the containment to 57.5 psig. Deflection measurements of the structure I were recorded at atmospheric pressure and at approximately five equal increments during pressurization and aspressurization. Post test inspection verified deficction recovery was achieved within the alloted time frame as allowed by the applicable code (AS!!E B&PV Code,Section III, 1 Division 2, 1980 edition, Summer 1980 Adenda, paragraph CC-6000).

The completion of this test demonstrates the structural integrity of the entire Unit 1 containment, including the specific area of the Unit 1 dome in question. This test provides further assurance of the quality of 1 j

1 construction of the Comanche Peak structures important to safety. l l
