The purpose of this supplemental. testimony is to update the testimony which was filed on June 7, 1982 in order to reflect recent developments related to on-site emergency planning at Indian Point 2. The topics addressed in this testimony are: 1) recent enhancements to the Alert and Notification System; 2) completien of a back-up communication system to the telephone hotline used to notify and exchange information between utilities, New York State and the four Counties; 3) the activation of another on-site meteorological tower; and 4) further improvements to the public information program.

1. Enhancement of the Alert and Notification System After the filing of Con Edison's initial on-site testimony, licensees have continued their review and analysis of the alert and notification system. As a result of this effort licensees have undertaken a program to enhance the Indian Point alert and notification system.

The program consists of upgrading sirens to increase their sound output, relocation of some of the original 88 sirens, and installation of over 50 additional sirens.

2. Completion of Back-Up Communications System to the telephone hotline used between the Utilities, New York State and Four Counties In our initial testimony (p. 11) we noted that Con Edison had completed all items identified by the NRC in its l

May 1981 appraisal of emergency preparedness of Indian Point Units 1 and 2, except the installation of a back-up communication system between the utilities, New York State and the four counties. This system, as described in Con Edison's October 20, 1982 letter to the NRC, has since been installed.

3. Activation of Another On-Site Meteorological Tower At pages 20-21 of our initial testimony the meteorological towers at Indian Point are discussed. Since the filing of this testimony an additional tower has been activated in order to further enhance the availability of real-time, on-site meteorological information. This tower now functions as the back-up to the primary meteorological tower. It complies with NRC Reg. Guide 1.23 and FEMA /NRC NUREG-0654, Rev. 1. The ten-meter tower referred to in our initial testimony remains in place and serves as a secondary back-up to the tower referred to here.

4. Further Improvements to the Public Information Program As part of their response to FEMA's assessment of the March 3, 1982 exercise, licensees have been extensively 1

involved in revisions to the emergency planning public information program. The public information booklet, t " Indian Point, Emergency Planning anc You," is currently l

t being revised. As part of this effort the views of off-site radiological emergency planning authorities were solicited in aul effort to assure that the booklet accurately presents off-site preparedness information.

Licensees.have also undertaken a program to i

publicize the booklet. Newspaper and radio advertisements were placed which discussed the booklet, and members of the public were invited to request a copy of the booklet if they had not already received it.

In addition to revising the public information booklet, licensees are developing posters to be used to inform the transient population of what to do in case of a radiological emergency. Since the filing of the initial testimony licensees have taken part in training sessions with local public information officials to discuss emergency planning at Indian Point, as well as meeting with various local groups on numerous occasions. Finally, licensees have agreed to relocate the Emergency News Center from its current location in the Verplanck Firehouse. A decision on the new location has not yet been made.

CONCLUSION The above changes have improved the overall state of emergency preparedness in the Indian Point area. The emergency planning effort at Indian Point 2 continues to provide reasonable assurance that plant personnel will 3 -

respond correctly to abnormal conditions and will promptly inform authorities of these conditions.
