Peach Bottom Atomic Power Station, Units 2 and 3 10CFR50.63, " Loss of All Alternating Current Power" Response to NRC Letter Dated February 7, 1991 Dear Sir NRC letter dated February 7, 1991 provided the NRC's determination, the bases for the determination, and plans for resolution of-our backfit claim submitted to the NRC by letter dated January 9, 1991.

Our January 8, 1991 letter discussed issues regarding the conformance of station blackout analysis for the Peach Bottom: Atomic Power Station (PBAPS), Units 2 and 3, with the requirements of 10CFR50.63.

The February 7,.1991 NRC letter requested that we provide the NRC with a schedule for submittal of a revised PBAPS station blackout analysis within 60 days of February 7, 1991.

lWe met with representatives of the NRC on April 5, 1991 and presented 1) information concerning changes to the PBAPS station blackout analysis resulting from our-March 12, 1991 commitment to manage-loads within the 2000-hour EDG rating (3000 kW)' with specific exceptiona,- and 2) an explanation of the positions taken by PEco in the PBAPS station blackout analysis, specifically discussing where these PEco positions differed from NRC positions presented in the February 7, 1991 NRC letter.

At the conclusion of this meeting, the staff agreed that a satisfactory r

response to the February 7, 1991 NRC letter could consist of our commitment to a date for submittal of the information presented during the meeting, including information addressing specific NRC:

requests made during the April 5, 1991 meeting.

Accordingly, this

-letter provides the agreed upon response to the February 7, 1991 1D letter.

This submittal will supercede our previous responses to 10CFR50.63, i.e.,

our letters dated April 17, 1989 and April 3, 1990, such that the complete station blackout analysis will be found in one letter.

Also, this cubmittal will include the specific information agreed upon during the April 5, 1991 meeting.
