Subj ect: Oyster Creek Nuclear Generating Station Docket No. 50-219 Request Amendment to Provisional Operating License No. DPR-16 Technical Specification Change Request No.ll4 Pursuant to 10 CFR 50.59 and at the request of the U.S. Nuclear Regulatory Commission, GPU Nuclear Corporation is submitting a request for an amendment to Appendix B of Provisional Operating License No. DPR-16 for the Oyster Creek Nuclear Generating Station (OCNGS). As required by 10 CFR 50.30, three signed originals and fif ty-seven copies of Technical Specification Change Request No.114 is enclosed. This Technical Specification Change Request supercedes the Technical Specification Change

Request No. 94 submitted on October 19, 1981.

1 This Technical Specification Change Request includes major modifications to Appendix B. At tachment 1 is a description of the requested changes and their associated justifications. Attachment 2 is a copy of Appendix B as revised by the requested change. At tachment 3 is a copy of the National Pollutant Discharge Elimination System (NPDES) permit r

presently in ef fect for the OCNGS. Attachment 4 is a copy of Environmental Control Specification EC 83-1, Oyster Creek Impingement and Entrainment Studies.

This change request has been reviewed and approved by the Vice President and Director Oyster Creek, Plant Operations Review Committee and the Independent Safety Review Group.
