RELILT RD?UrSt - 43 Valve No. 1W-57 1W-106 1W-58 1W-107 1W-59 Category - C_ Class 3 runction: River Water punp dischargo ard dwnstronm header chock valves Test Requirementst Quarterly full-stroko Pasis for Relief: To fullfill their safety function t.hese chock valves must open to ensure a coolirg water flow path through the Recirculation Spray (RS) heat exchargurs durity a DIA. Plant operatiry experience has chcwn that exercisirg these valves quarterly by initiatiry River Water (W) flow through the RS heat exchargers unnocccsarily degrades the operational readiness of the heat exchargers by depositing asiatic clams, other mrino lifos rivc.r mud and silt in the heat exchargara.

To alleviate this problem, the plant interds to place the W side of the heat exchangers in a chendcal wet layup, once inplemented, the heat exchangers would then be mintained in layup during norm 1 plant operation ard chemically treated on a r>criodic basis to mintain their operational readiness in the event of an accident. If the program of chemically treating the heat exchargers is not successful, quarterly full-stroke testirg by initiatirg flew through the RS heat excharscra will be mintaincd.

l Alternata Test: Doperdirg on the availability of the Camponent Cooling Water (CER) heat exchangers, the check -valves will be either full-stroke or part-stroke exercised open quarterly by catablishirg a flow path through the W side of the CCR heat exchangers when testirg the W pumps per 1057-30.2, 3 & 6.

During refuelirg outages, the valves will be full-stroke exercised open by establishing a flow path through either the W side of the RS heat excwgers or the W side of the CCR heat exchargers ard passing required accident flow through the valves per lOSP-30.2, 3 or 6.

l Catcgory B Class 3 i runction: River Water header isolation valves to the River Water side-of the Recirculation Spray heat exchangers '

Test Requirements: Quarterly stroke ard timo i

l Basis for Relief: These valves are normally closed durity power operation, 7b fullfill their safety function these valves receive a CIB ,

open signal to ensure a coolirg water flow path through the Ibcirculation Spray (RS) heat exchargers during a DIM.

Testirg these valves quarterly requires unisolating the River Water (IM) system frm the RS heat exchargers. Plant operatirg exTerience. has shown that this unnecessarily degrades the operational readiness of the heat exchangers by >

depositing asiatic clans, other marine life, river nud ard i

silt in the heat exchangers. To alleviate this problem,- the plant intends to place the IW side of thz heat exchangers in a chemical wet layup. Once implemented, the heat exchangers ,

would then be maintained in layup during normal plant c operation and ehemically- treated on= a periodic basis to

, maintain their operational readiness _ in the event of an accident. Because these valves will w within the layup boundaries, rollef frm quarterly valve stroke testing is required. If the program of chemically treating the heat exchargers is not su m naful, quarterly full-stroke testing will be maintained.

Alternate 7bst: Full-stroke exercised and timet open durirg refueling outages per 1050-30.12.  ;

Function: River Water supply chock valves to the Rccirculation Spray heat exchangers Test Requirerents: Quarterly full-stroke Basis for Relief: Theco check valv9s are normally closed during power operatio.1. Tb fullful *hoir safety function the valves must orc 1 to ensure a cooling water flow path through the Rocirculation Spray (RS) heat exchangers during a DBA. To test these valves quarterly River Water (W) flow must bo initiated through the RS heat exchangers. Plant operating experience has shown that this unnocessarily degrados the operational readiness of tho heat exdiangers by depositing asiatic cla.ns, other marine life, river mud and silt in the heat exchangers. 7b alleviate this problem, the plant intends to place the W sido of the heat exchangers in a chemical wet layup. Once implemented, the heat exthargers would then be maintained in layup during normal plant operation ard chemically treated on a periodic basin to maintain their operational readiness in the event of an accident. Because these valves will be within the layup boundaries, relief from querterly valve stroke testiry is required. If the program of chemically treating the heat exchargers is not successful, quarterly full-stroko testing will be maintained.

Alternate 7tst: Full-stroke exercised open during refuelirg outages by establishing a flow path through the W side of the RS heat

exchargers and passing required accident flow through tho l valves per 10570-30.12.
