The attached proposed revision 1B is submitted in i
accordance with Generic Letter No.
89-04, Guidance on Developing Acceptable Inservice Testing
- Programs, paragraph D.
The guidance provided in Attachment I
to Generic Letter No.
89-04 is not appropriate for these relief requests and as such requires NRC approval as provided in 10 CFR 50.55 a(g).

It is requested that the NRC disposition these relief requests before June 1,
1991, so that appropriate proceduro changes and plant controls can be implemented prior to restart from the eighth refueling outage tentatively scheduled to end on June 14, 1991.
Proposed revision 1B adds three new relief requests which would increase the surveillance frequency interval for fifteen river water valves in the flow path to the recirculation spray heat exchangers.
This change is required since we intend to place the river water side of the recirculation spray heat exchangers in wet layup prior to plant startup from this refueling outage.
Quarterly valve stroking will no longer be possible with the heat exchangers isolated in wet layup conditions.
