Dear Mr. Keppler:

On August 11, 1982, Mr. T. D. Geib of Public Service Company of Indiana, Inc. (PSI) notified your office of a potentially reportable l item as required by 10 CFR 50.55(e) . Contrary to procedure, the disposition of a contractor nonconformance report (NCR) was approved without design subcontractor review of the affected equipment. The subject NCR had been written to document removal of seismic uplif t restraints from the containment polar crane due to an installation interference. Furthermore, the disposition of this NCR did not prescribe corrective action to reattach the restraints after in-stallation was complete.

PSI investigation revealed that although the design subcontractor did not approve the NCR there was a traceable method used for corrective action. Applicable drawings were revised to document and control the altered configuration and the design subcontractor redesigned and provided new seismic restraints. Also a review of similar NCR's which may have been dispositioned without appropriate design subcontractor review, if required, was performed. As a result of this review, no other applicable NCR's were found to have been processed without the appropriate design subcontractor's approval.

PSI has concluded that this was an isolated case and the corrective action has been documented in an acceptable manner posing no threat of affecting adversely the safe operation of the plant and therefore not reportable under 10 CFR 50.55(e) .
