AFFIDAVIT OF GEORGE S. THOMAS ON NH-13 GEORGE S. THOMAS, being on oath, deposes and says as follows:

Company of New Hampshire. My professional qualifications appear in the Operating License Application (FSAR Chapter 13).

Station Manager, Senior Reactor Operators or Reactor Operators. For the Shift Technical Advisor, New Hampshire no longer asserts noncompliance with i

NUREG-0737, Items I. A.2.1, I. A.2 3 and Appendix C. This leaves Item I.A.l.1 for the Shift Technical Advisor and Items II.B.4 and I.C.1 for all five categories of personnel.

Item I. A.1.1 - Shif t Technical Advisor PSNH has upgraded the Shift Superintendent and Unit Shift Supervisor training to encompass the requirements for the STA training, obviating the need for a separate STA. A PSNH proposal to eliminate a separate STA is currently under NRC Staff review. If this approach is not accepted by the NRC, PSNH will provide separate STAS qualified in accordance with the NUREG-0737, Appendix C guidelines.

Item II.B.4 - Training for Mitigating Core Damage Special training for mitigating core damage will be conducted prior to core load. The subjects to be taught are identified in Table 13.2-3 of the i

FSAR. The content of the training program will be equivalent to that iden-tified in Enclosure 3 to H. R. Denton's March 28, 1980 letter. PSNH, the re fore, fully complies with TMI, Item II.B.4.

Item I.C.1 - Guidance for the Evaluation and Development of Procedures for Transients and Accidents Westinghouse, in support of the Westinghouse Owners Group, has performed analyses of transients and accidents and is in the process of finalizing i

emergency response guidelines which address the results of these analyses.

PSNH has committed to follow the recommendations of the emergency response guidelines in developing the emergency procedures for Seabrook Station.

i All licensed operators will be trained in the use of these procedures as part of the operator license training program. PSNH, therefore, complies with TMI Item I.C.1.
