SOUTH CAROLINA ELECTRIC & GAS COMPANY SOUTH CAROLINA PUBLIC SERVICE AUTHORITY DOCKET NO. 50-395 VIRGIL C. SuttMER NUCLEAR STATION, UNIT NO. 1 AMEN 0 MENT TO FACII.ITY OPERATING LICENSE Amendment No. 9 License No. NPF-12 1.

The Nuclear Regulatory Commission (the Conmission) has found that:

A.

The application for amendment to the Virgil C. Summer Nuclear Station,' Unit No.1 (the facility) Facility Operating License No. NPF-12 filed by the South Carolina Electric & Gas Company acting for itself and South Carolina Public Service Authority (the licensees), dated November 17, 1982, cmplies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's regulations as set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, as amended, the provisions of the Act, and the regulations of the Commission; C.

There is reasonable assurance: (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the, Conmission's regulations set forth in 10 CFR Chapter I; D.

The issuance of this license amendment will not be inimical to the common defense and' security or to the health and safety of the public; E.

The issuance of this license wendment is in accordance with 10 CFR Part 51 of the Conmission's regulations and all applicable. requirements have been satisfied.

Accordingly, the license is hereby amended by page change to the Technical Spec-ifications as indicated in the attachments to this license amendment.

Paragraph 2.C(2) of Facility Operating License No. NPF-12 is hereby amended to read as follows:

The Technical Specifications contained in Appendix A, as revised through Amendment No. 9, are hereby incorporated into this license.

ance with the Technical Specifications and the Environraental Protection Plan.

3.

Within 90 days after the effective date of this amendment, or such later time as the Commission may specify, the Licensee shall satisfy any applica' ale requirement of P.L.97-425 related to pursuing an agreement with the Secretary of Energy for the disposal of high-level radioactive waste and spent nuclear fuel.

4.

This license amendment is effective as of its date of issuance.

ADMINISTRATIVE CONTROLS AUDITS 6.5.2.8 The NSRC shall have cognizance'of.the audits listed below.

Audits may be performed by using established SCE&G groups'such as the ISEG and QA or by outside groups'as determined by the NSRC.

Audit reports or summaries-will be the basis for NSRC action:

a.

The conformance of unit operation to provisions contained within the Technical Specifications and applicable license conditions at;least-once per 12 months.

b.

The performance, training and qualifications ~ of the entire unit staff at least once per 12 months.

c.

The.results of actions taken to correct' deficiencies occurring in unit equipment, structures, systems or method of operation -that affect nuclear safety at least~once per 6 months..

d.'

The performance of activities required by the Operational Quality Assurance Program to meet the criteria of Appendix "B", '10 CFR 50, at least once per 24 months, The Emergency Plan and implementing procedures at leastLonce per e.
