THE COMMISSION The Commission is responsible for licensing and regulating nuclear facilities and materials and for conducting research in support of the licensing and regulatory process, as mandated by the Atomic Energy Act of 1954, as amended, the Energy Reorgan-ization Act of 1974, as amended, and the Nuclear Nonprolifera-tion Act of 1978; and in accordance with the National Environ
- mental Policy Act of 1%9, as amended, and other applicable statutes.
These responsibilities include protecting public health and safety, protecting the environment, protect'nq and safeguarding materials and plants in the interest of national security; and assuring conformity with antitrust laws. Agency functions are performed through: Standards-setting and eule-making; technical reviews and studies; conduct of public hear-ings; issuance of authoritations; permits and licenses; insp t-tion, investigation and enforcement; evaluation of operating experience, and confirmatory research. The Commission is com-posed of five members, appointed by the President and Confirmed by the Senate, one of whom is oesignated by th Presikk as Chairman. The Chairman is the principal executive offic6r and the offlClal spokesman of the Commission.
The Chairman, selected from the Commission by the President, is the principal executive of ficer of and the official spokesman for the NRC, as mandated by the Reorganization Plan No.1 of 1980. As principal executive of ficer, the Chairman is respon-sible for preparing policy planning and guidance for Commission consideration, and for conducting the administrative, organira-tional, budgetary and certain personnel functions of the agency. He has ultimate authority for all NRC functions per-taining to an emergency involving an N9C license. His actions are governed by the general policies of the Commission.
