PENNSYLVANIA POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE 4

The U. S. Nuclear Regulatory Connission (the Connission) has issued Amendment No. 62 to Facility Operating License No. DPR-66 issued to Duquesne 4

Light Company, Ohio Edison Company, and Pennsylvania Power Company (the licensees), which revised Technical Specifications for operation of the I

Beaver Valley Power Station, Unit No.1 (the facility) located in Beaver County, Pennsylvania. The amendment is effective as of the date of issuance.

The amendment changes the Technical Specifications such that anticipatory reactor. trip on turbine trip may be bypassed when the plant is at 50% rated I

power or below.

The application for the amendment complies with the star.dards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Conmission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since,the amendment does not involve a significant hazards consideration.

The Commission has detennined that the issuance of this amendment will not result in any significant envircamental impact and that pursuant to ie CFR 151.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with e
