San Onofre Nuclear Generating Station i
Units 2 and 3 San onofre Units 2 and 3 Technical Specification 6.9.1.14 requires that "hazardaus cargo tra,ffic on IAtarstate 5 and the AT&SF railway shall be monitored and the results submitted Eto the NRC Regional Administrator once every three years."
The purpcsa of this letter f.s to forward the results from the most recently completed hazardous cargo monitering effort.
Enclosed is our report entitled "Offsite Hazards Evaluation Update," dated January, 1991, which summarizcs the methods, results, and conclu-sions of the monitoring effort.
The monitoring effort consisted of conducting a roadside survey along Interstate 5 and written correspondence with representa-tives from the following agenciest
.--United States Marine Corps - Camp Pendelton, CA
- Department of the Navy - Seal Deach, CA
- Department of the Navy - San Diego, CA.
o Department of the Navy - Concord, CA
- Atchison, Topeka and Santa Fe Railroad - Topeka, KS The types of hazards resulting from shipment of hazardous material past the plant which were evaluated include:
- 1) indi-vidual toxic gases, 2) explosive materials, and 3) materials which could ignite and yield high terr $ratures or generate other hazardous clouds ( flammable clouds) ch could affect plant A
safety.
The results of this effort'were that'the-hazard to the plant from shipment of-materials along Interstate 5 and the AT&SF railway-remains within acceptance criteria of Standard Review-Plan 2.2.3 and is therefore acceptable.
No additional design basis events were identified.

As a result of our contacts with the AT&SF Railway Company, we have noted an increase in rail shipments of low pressure gas.
The number of shipments would need to increase by fifty parcent over that reported in the enclosed report before additional analysis is required, providing a large margin.
However, we plan to check on these shipments every year.
We will notify you if the number of shipments increases to the point that additional i
analysis is required prior to car next three year report.
The enclosed information complies with the requirements of Technical Specification 6.9.1.14 for both San Onofre Units 2 and 3 covering the three year period from Febreary 15, 1988 through February 15, 1991.
