I to Generic Letter 87-02 for Cooper Nuclear Station" Gentlemen:

The Nuclear Regulatory Commission (NRC) ret uested in Reference 1, pursuant to 10 CFR 50.54(f), that each licensee perform an Indivicual Plant Examination of External Events (IPEEE). In this reference, the NRC recommended that the examination of other external event programs be coordinated with the IPEEE to minimize duplication of examination and review efforts. In response to Reference 1, the Nebraska Public Power District (District) informed the NRC, per Reference 2, that it intends to integrate and coordinate the resolution of Unresolved Safety Issue (USI) A-46 and the seismic portion of the IPEEE, for Cooper Nuclear Station (CNS) to the maximum extent possible. In this reference, the District committed to an IPEEE completion date of June 28, 1994. This completion date was based on an NRC request for licensees to submit the IPEEE results within three years from the issuance of Generic Letter (GL) 88-20, Supplement 4. This completion date was also contingent on the issuance of the final NRC Supplemental Safety Evaluation Report (SSER) on the Seismic Qualification Utility Group (SQUG) Generic Implementation Procedure (GIP) and the completion of the joint A-46/IPEEE walkdown to be accomplished during the first refueling outage following, by at least 6 months, the resolution of all GIP issues. In order for the joint A-46 and IPEEE walkdowns to have been accomplished during the 1993 refueling outage, resolution of all GIP issues would had to occur by August 1992. The NRC accepted this position in Reference 4.

' May 13,1994 Page 2,of 2 The District received final resolution of the GIP issues that were_ specific to CNS, including NRC acceptance of the seismic spectrum for CNS as " conservative design spectra", was on July 26,1993 (Reference 6). Given the District's commitment to integrate the IPEEE and the A-46 effort to the maximum extent possible, the need to perform the joint walkdowns during a refueling outage, and the scheduling of the next refueling outage, the District's next opportunity to perform the joint walkdowns will not occur until the 1995 refueling outage (currently scheduled for February 1995).13ased on the refueling outage schedule, the District expects to have the IPEEE evaluation completed and forwarded to the NRC no later than December 1995. This completion date allows for approximately the same amount of time to put together the final IPEEE report as what was anticipated subsequent to the 1993 refueling outage (Reference 2).

In addition, the District expects to complete and submit the A-46 evaluation no later than September 1995. Similar to the IPEEE completion date given above, this completion date also allows for approximately the same amount of time to put together the A-46 Seismic Evaluation Report (180 days following the refueling outage) as was previously anticipated in References 3 and 5. At the present time, the District is not aware of any major open items which would prohibit the joint A-46/IPEEE walkdowns during this outage. If any major open item develops -

or is discovered, that may impact the IPEEE or A-46 schedules, the District will inform the NRC on these matters as soon as practical.
