NRC Bulletin 88-11 requested licensees to establish and implement a program to confirm pressurizer surge line integrity in view of the occurrence of thermal stratification and to inform the staff of the actions taken to resolve this isWo.

In SCC's initial response to NRC Bulletin 88-11 (Reference A), SCE stated that we would provide the NRC with the results of our plant specific analysis required by NRC Bulletin 88-11 by February 4, 1991. This letter also informed the NRC that SCE was participating in a CEOS program that would proside a generic bounding analysis upon which SCE's plant specific analysis would be based. By Reference B, the NRC acknowledged that it would be acceptable for SCE to work through the CE0G to address the issues discussed in Bulletin 88-11.

i Document Control Desk March 1, 1991 During a meeting between the CE0G and the NRC on September 5, 1990, which was documented in Reference C, the NRC agreed to a new due date of July 30, 1991, for completion of the CEOG generic bounding analysis. During that September meeting, it was noted that each licensee would need to reschedule the due date for completion of their response to Bulletin 8811 with their NRC project manager.

Therefore, the purpose of this letter is to confirm that the original due date of February 4, 1991, was superseded by the September 5, 1990 meeting. SCE's new schedule for completing our plant specific analysis is December 30, 1991.

This change in due date was discussed with Lawrence E. Kokajko, the NRC Project Manager for San Onofre Units 2 and 3, during a phone conversation on Rbruary 6, 1991.
