Final 10CFR50.55(e) Report; Posi-Seal International Butterfly Valve /ASCO Solenoid Valve

Dear Sir:

On November 3, 1982, a potentially reportable 10CFR50 55(e) item was reported [ Refer e. ace (b)] regarding the potential for seat leakage in ASCO solenoid valves which are mounted on Posi-Seal International butterfly valves.

It has been determined that this item is reportable under 10CFR50.55(e).

We following information is provided per 10CFR50.55(e)(3) and is considered to be the final report on this item.

Description of Deficiency The deficiency involved ASCO solenoid valves which may experience excessive seat leakage due to improper lubricant for oil f ree air.

We ASCO solenoid valves are mounted on 26 Posi-Seal International butterfly valves which have been purchased for Seabrook Station. Nine valves have been installed but have yet to be cycled. Posi-Seal notified the NRC Office of Inspection and Enforcement of this deficiency via a Noncompliance Notification Report, dated October 13, 1982.

Analysis of Safety Implications The ASCO Report indicates that incomplete shifting of the valves in seating may occur af ter a minimum life of 1000 cycles. With proper lubrication, the valves would be suitable for 40,000 cycles. UEEC specifications require 250 cycles per year or 10,000 cycles over a 40 year period. The valves in question have not been cycled. Af ter installation and in operation the valves would be suitable for four (4) years operation even without relubrication. Since they have been relubricated, the valves will be suitable for 40 years design life.

Mr. Richard W. Starosrecki Page 2 Corrective Action Taken Lubrication kits as defined in ASCO Service Bulletin, dated May 21, 1982 have been supplied to the field to correct the problem. Future occurrences of the foregoing deficiency should not exist since the manufacturer, Posi-Seal International, Inc. notified both UIEC and the NRC of this problem and provided the correct relubrication kits needed to complete the corrective action required.
