Joseph M. Tarley IMclear Plant Reply to imC Dnergency Planning Weakness By letter dated December 12, 1990, the imC identified an exercise weakness in the area of procedural adherence.
In a letter dated.1anuary 10, 1991, Alabama Power Company committed to modify plant procedures to provide the Emergency Director a logical sequence for implementation during an emergency along with procedural signoffs and to provide training on these procedures by March J, 1991. These procedural changes are being made in concert with other me complicated changes of an unrelated manner. Due to the comple:'itt of these changes the procedures changes cannot be finalized by March 1, 1991.
In a teleconference held between Mr. J. E. Garlington of my staf f and Mr. D.
M. Collins of the imC Region II staff on March 1, 1991, Alabama Power Company requested an extension until March 15, 1991 for completing the items described in the January 10, 1991 letter. This request was granted.
