License Amendment Application to Revise Technical Specification 6.2.2, Table 6.2-1, Minimum Shift Crev Composition
' Gentlemen Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number NPT-3, Appendix A.
Technical Specifications (TSs).to reflect the' change attached. The proposed change involves TS 6.2.2 Facilitv Staff.

.This request proposes that TS 6.2.2, Table 6.2-1, Minimum Shift Crew Composition, be revised to add a' footnote to the Senior Operator License (SOL) and Shift Technica1' Advisor-(STA) categories. The footnote vould allov one of the'tvo required individuals filling the SOL positions to-assume the STA function, provided the individual meets the qualifications for the combined Senior Reactor Cperator/STA position. The added footnote vill also' allow the dedicated STA position to be retained.
This request is consistent vith the Nuclear Regulatory Commission's (NRC's) guidance
-provided in Generic Letter 86-04, dated February 13, 1986, Policy Statement on Engineering Expertire.on Shift, which specified the above two options for
- meeting the currentJrequirements for providing engineering expertise on shift (NUREG-0737,. Clarification of Three Mile Island (THI) Action Plan:
Requirements. -Item 1.A.1.1).
Toledo Edison requests that this amendment be issued by the NRC by October 1, 1991.
