SUMMARY
In accordance with the Code of Federal Regulations, Title 10, Section 50.90 and Section 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant, Unit Nos. 1 and 2.
The enclosed TS revisions are to correct an administrative inconsistency relating to the minimum number of operable channels per trip system requirements for certain High Pressure Coolant Injection (HPCI) System and Reactor Core Isolation Cooling (RCIC)
System isolation actuation instruments.
DISCUSSION On December 2, 1982, CP&L verbally notified the NRC Staff that a discrepancy existed between the actual brunswick plant design / configuration and TS requirements for certain HPCI System and RCIC System isolation actuation instruments in Table 3.3.2-1.
Technical Specification 3.3.2 requires that the isolation actuation instrumentation listed in Table 3 3.2-1 be operable with a minimum number of OPERABLE channels per trip system as shown in the table. The existing Brunswick TS table requires two operable channels per trip system for the following instruments:

The actual Brunswick Plant design and configuration call for one operable channel per trip system for the nine instruments listed above. In addition, GE BWR-4 Standard Technical Specifications (STS) and the Brunswick Updated Final Safety Analysis Report also call for one operable channel per trip system. Based on this information, the NRC concluded that administrative TS revisions were required, that a TS change request should be submitted as soon as possible, and that the Brunswick Plant could continue operation.
The existing Brunswick Plant design is adequate based on an evaluation by the Brunswick engineering staff which has been reviewed and concurred with by General Electric Company. The existing plant design and configuration conforms to descriptions and analyses in the Updated Final Safety Analysis Report (refer to Sections 7 3.1.1.6.7; 7 3.1.1.6.8; 7.3.1.1.6.11; 7 3 1.1.6.12; 7 3 1.1.7(g), (h), (1), (m); 7 3 1.2; and 7 3 1.4).
Therefore, the enclosed TS revisions (Enclosures 2 and 3) are simply an administrative change to correct TS to conform to the Updated FSAR description, GE-STS, and actual plant configuration.
ADMINISTRATIVE INFORMATION Enclosed are TS pages with the requested revisions indicated by vertical lines in the right-hand margins. Also attached (Enclosure 1) is a discussion of pending proposed TS revisions that CP&L has previously submitted to the Staff for review and which may be affected by this submittal.
We have evaluated this request in accordance with the criteria in 10 CFR 170.22 and have determined that this submittal constitutes a Class II and a Class I license amendment request for Brunswick-1 and Brunswick-2, respectively. Therefore, our check for $1,600.00 is enclosed in payment of the required fees.

a ENCLOSURE 1 OPTIONS FOR THE SEQUENCE OF ISSUANCE OF PROPOSED TECHNICAL SPECIFICATIONS REVISIONS FOR HPCI/RCIC SYSTEM ISOLATION ACTUATION INSTRUMENTS Attached are revised Technical Specification (TS) pages that are based on the following:

The existing Brunswick-1 and Brunswick-2 TS (Enclosure 2).
2.

Outlined below are two options for using the enclosed TS revisions, depending on the NRC's schedule for issuing these revisions for HPCI/RCIC System isolation actuation instrumentation and the revisions for digital-to-analog instrumentation referenced above.
OPTION 1:
If the proposed HPCI/RCIC System isolation actuation instrumentation revisions discussed in this submittal are to be issued prior to the changes requested by our November-12, 1982 submittal, the revised TS pages provided in Enclosure 2 should be used. In addition, the revised TS pages provided in should be substituted for the same pages provided in our November 12, 1982 submittal prior to issuing those revisions.
OPTION 2:
If the proposed HPCI and RCIC instrumentation revisions discussed in this submittal are issued after the revisions requested by our November 12, 1982 submittal, the revised TS pages provided in Enclosure 3 should be used. In this case, discard the revised TS pages provided in Enclosure _2.
