Dear Mr. Denton:

In accordance with the provisions of 10CFR50.54(p), enclosed are five (5) copies of Revision Two to the Comanche Peak Steam Electric Station Security Training and Qualification Plan.

The revisions are necessitated by changes in implementation procedures, organizational changes, and terminology as a result of further refinement of the security program at Comanche Peak Steam Electric Station by the Texas Utilities Generating Company.

This revision replaces Revision One which is Safeguards Information. Upon approval of Revision Two, Revision One should be destroyed in accordance with 10CFR Parts 2, 50, 70 and 73, " Protection of Unclassified Safeguards Information, Fiaal Rule", which became effective January 20, 1982.

All changes have been sidelined for ease of reference and a List of Ef fective Pages is found on page i.

A summary of pertinent changes is as follows:

References to the " Security Force" have been changed to " Security Organization".

References to " Badges and Key Cards" have been changed to " Key Card Badges".

References to "CAS/SAS Console Operators" have been changed to "CAS/SAS Operators".

References to the " Security Plan" have been changed to " Physical Security Plan".

The document has been marked as Safeguards Information in accordance with 10CFR73.21 and protective requirements added to the Introduction to the Plan.

Mr. Harold Denten Pcg2 2 December 6, 1982 References to using security trained TUGC0 employees in the event of a security officer strike have been deleted. Other provisions will be used for this contingency.

A new column representing those tasks for which CAS/SAS Operators must be trained and qualified has been added to the Task and Duty Sununary in Section 2.2.3.

Editorial and gransnatical changes have been made where appropriate.

This revision does not decrease the effectiveness of safeguards at Comanche Peak Steam Electric Station.
