San Onofre Nuclear Generating Station Units 2 and 3 Pursuant to Technical Specification 6.9.1.12b of Operating Licenses NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, this letter confirms our November 29, 1982 prompt notification to the NRC of a reportable occurrence involving Limiting Condition for Operations (LC0's) 3.7.5 and 3.0.3 on both Units 2 and 3.

This confirmation letter is dispatched a day later than the "first working day following tha event" requirement of Technical Specification 6.9.1.12 as was approved by Mr. D.F. Kirsch of your office in a telephone conversation on November 29, 1982.

On November 24, 1982, while Unit 2 was in Mode 3 and Unit 3 was in Mode 6, l

CREACUS Train A was declared inoperable due to charcoal filter replacement on cooling unit E-418. The Action Statement associated with LCO 3.7.5 allows operations to continue for seven days before requiring that the train be restored operable.

On November 28,1982 at 1230 while Unit 2 was in Mode 3, and Unit 3 was in l

Mode 6, Emergency Chiller E-335 was declared inoperable due to a high Motor Winding Temperature trip. This rendered CREACUS Train B inoperable thus exceeding the limits of LCO 3.7.5.

Technical Specification LC0 3.0.3 became governing for both units, allowing one hour before a Unit 2 shutdown /cooldown was required.

R. H. Engelken November 30, 1982 Cooldown of Unit 2 was initiated promptly and efforts to restore chiller E-335 continued. At 1700 on November 28, 1982, chiller E-335 was declared operable and LC0 3.0.3 satisfied.

14-day Reports and LER 82-142 and LER 82-001 for Units 2 and 3,respectively3 will be provided by December 13, 1982, to complete our reporting requirements, and to describe the cause and corrective measures taken.
