Dear Sir:

Subject:

Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Request for Approval to Use ASME Code Case N-498-1

" Alternative Rules for 10-Year System Hydrostatic Testing for Class 1, 2, and 3 Systems,Section XI, Division 1" In accordance with 10 CFR 50.55a(a)(3), GPU Nuclear requests approval to implement the alternative rules of ASME Section XI Code Case N-498-1 for Class 1, 2, and 3 systems which was approved by the ASME in May 1994. Code Case N-498-1 allows a VT-2 visual leakage examination to be performed at nominal operating pressure as an alternative to the 10-year system hydrostatic pressure test. Code Case N-498 applies to Class 1 and 2 systems and was approved by Revision 9 of Regulatory Guide (R.G.) 1.147, dated April,1992.

Code Case N-498-1 extends applicability of the alternative rules to Class 3 systems as required by Table IWD-2500-1, Categories D-A, D-B, and D-C of the Section XI Code.

l In a letter dated February 16, 1993 GPU Nuclear requested schedular relief from the ASME Section XI Code requirement to perform a hydrostatic test of the o- Class 3 Main Steam System piping segments extending frnm MS-V2A/B to the

,@@ turbine driver for the Turbine-driven Emergency Feedwater (EFW) Pump, EF-Pl.

N o n- Relief was requested based upon hardship posed by the hydrostatic test h

.So requirement with essentially no benefit because the increase in pressure to perform the test does not significantly stress or challenge the pressure w boundary. Schedular relief was requested pending issuance of Code Case 498-1. l og In a letter dated September 1, 1993 the NRC granted relief to defer the i 85 hydrostatic test until the TMI-l Cycle 11 Refueling Outage (llR) as requested.

4 Since Code Case 498-1 has only recently been approved by the ASME, we 88 understand that NRC approval through incorporation in to R.G. 1.147 will l c o.a. require an additional two years. Therefore, specific approval is needed for l ud GPU Nuclear CorporatFon is a subsidiary of General Pubhc Ut:hties Corporat>on ,
