Reactor Pressure Vessel Testing Electromatic Relief Valve (EMRV) Bypass By letter dated April 19, 1994, GPUN Corporation submitted to the U.S.
Nuclear Regulatory Commission (NRC)
Technical Specification Change Request No. 213, seeking approval to update and clarify Technical Specification (TS) 3.4.B.1 to make it consistent with existing Specifications 1.39 and 4.3.D, per ASME Code Section XI, Article 5000 requirements.
The language change making reference to current TSs (instead of direct reference to the applicable sections of the aforementioned ASME Code), seeks to clarify that the five EMRV's pressure relief function may be inoperable or bypassed during hydrotests (per ASME Code) following outages or major repairs, without impacting on safety considerations.
The licensee states that since the EMRV's pressure actuation setpoint is lower than the pressure of the hydrotest, bypassing is necessary in order to avoid inadvertent actuation of the relief function.
GPUN further justifies the request by stating that inoperable EMRVs will not impact on any safety function necessary during the conditions of the hydrotest, because the design over-pressure protection function is carried out not by the EMRVs but by nine over-pressure protection safety valves.
