by letters dated July 7 and December 13, 1988, Monticello Nuclear Generating Plant responded to Bulletin 88-04 and established a schedule to address those issues raised by the bulletin. Monticello committed to the following long term actions:

Prior to January 15, 1989, revise applicable procedures to provide direction to minimize the time that the subject pumps are operated at minimum flow.

Prior to May 1, 1989, provide Operator training to emphasize the need to minimize the time that ECCS pumps are operated at minimum flow.

Prior to June 1, 1989, evaluate the need to take additional corrective actions to address the bulletin concerns.

By letter dated December 28, 1988, the NRC Staff notified the Monticello Nuclear Generating Plant of receipt of the Monticello response to Bulletin 88-04 and closure of NRC action on this issue.

Bulletin 88-04 also requested all addressees to provide a written response describing the actions taken with 30 days of completion of the long-term resolution actions.

The Monticello closure letter was not submitted due to a mis-communication resulting from the wording of our December 13, 1988 correspondence and the December 28, 1988 NRC correspondence.

The above long term resolution actions were all completed as of May 28, 1989.

Appropriate procedures were revised and training was conducted to ensure that the plant Operators had the necessary guidance and understanding to minimize pump minimum flow operation.

Vibration measureuents were taken on the Residual Heat Removal and the Core Spray Pumps at nominal and minimum system flows. The test dato showed no significant change in pump vibration levels.

An inspection of the pump internals was performed on a sample of the Residual lleat Removal and the Core Spray Pumps during the 1989 Monticello Refueling Outage. No abnormal indications were observed.

These follow-up actions were completed on December 26, 1989. All actions to address NRC Bulletin 88-04 have been completed.
