Docket No. STN 50-482 G-N Subj: Withdrawal of Potential 10CFR50.55(e) - Stitch 3

Welding on Electrical Raceways and Conduits

Dear Mr. Seidle:

On March 25, 1983, Mr. Zarl Creel of Kansas Gas and Electric Company (KG&E) provided an initial report of a potential 10CFR50.55(e) matter to Mr. William Johnscn of the Nuclear Regu3atory Commission, Region IV, concerning intermittent fillet (s titch) welding on electrical raceways and conduite. As a result of subsequent evaluations, KG&E has determined that this matter is not reportable pursuant to 10CFR50.55(e).

The concern in question was that some stitch welds did not meet the requirements of AWS A2.4, paragraph 4.6.1, in that welds were not located at the ends of the dimensioned length. The welding in q?iestion was to be performed under applicable AWS requirements. The design drawings specified weld lengths and intervals but, because the field conditions typically determine the exact length of the member to be welded, the specified interval did not always resuit in a weld at both ends. AWS requires that the last stitch weld be extended to the end of the member being welded when this condition exists. Craftsmen completed the welds in accordance with specified weld lengths and intervals, but did not per-form the extra welding which would have been required to meet AWS A2.4 requirements.

Nonconformance Report ISN9130EW was issued for this procedural discrepancy and sent to the Architect / Engineer (A/E) for evaluation. The A/E deter-mined that lack of weld material at the dimensioned ends did not, constitute a safety concern because the design calculations were based on minimum total weld lengths on intermittent welds and did not take credit for any additional welding that may be required to meet AWS A2.4, paragraph 4.6.1.
