Dear Mr. Seidle:
This letter provides an interim report on a potential 10CFR50.55(e) matter concerning structural steel welds. This item was initially reported by Mr. Earl Creel of Kansas Gas and Electric Company (KG&E) to Mr. Johns Jaudon of the Nuclear Regulatory Commission, Region IV, on March 23, 1983.
Subsequent to the issuance of Corrective Action Report (CAR) 1-W-0019 concerning fillet welds, the Constructor instituted a random reinspection of accessible structural steel fillet welds in all safety-related buildings.
The initial results indicated that a significant number of welds reinspected in the Auxiliary, Control and Fuel Buildings were not in full compliance with the acceptance criteria being used. CAR l-W-0029 was then initiated to document this structural steel welding concern.
Two independent evaluations of the welds in question have been performed by the Constructor's Project Welding Engir.eer and a Senior Welding Engineer from Quality and Technical Services. At this time it appears the deficiencies are minor and do not detract from the structural integrity of the buildings.
A Nonconformance Report (NCR) is being initiated to document and track the resolution of the individual weld deficiencies. The NCR disposition will include an evaluation of the deficiencies so that a determination can be made as to whether or not any of the cited indications are detrimental to structural integrity. The completed NCR will also be used to evaluate the need for any subsequent corrective action.
