, See Title Paoa 1 of 1 PCTIFICATION OF UNUSUAL EVENT - CONTROL ROOM OPERATORS A. CONDITIONS Unusual events are in process or have occurred which indicate a potential degradation of the level of safety of the plant, such as those noted in HNP-4420, Table 1. No releases of radioactive material requiring offsite response or monitoring are expected unless further degradation of safety systems occurs.

B. REFERENCE HP-4420 ,

C. ACTION

1. Take appropriate action to place the plant .in a safe condition in accordance with emergency operating procedures, Tech. Specs., and annunciator response procedures.

2. Make the following announcement over the PA:

,m ATTENTION, ATTENTION: A NOTIFICATION OF UNUSUAL EVENT EXISTS. (If immediate safety of personnel involved, state the incident.) INITIATE NOTIFICATION OF UNUSUAL EVENT PROCEDURES.

There is no Gai-tronics tone for Notification of Unusual Event.

Repeat announcement.

3. Check the control room instrumentation to determine status of plant as to whether or not a more severe emergency class should be declared. Notify Shift Foreman of findings.

4. Notify Security. ,

5. Evaluate radiological releases using HNP-4853 and inform Shift Foreman of results.

6. If Shift Foreman has not reported in to the control room, initiate his actions as per HNP-4423.

7. - Announcement of the " Notification of an Unusual Event' -

O status should he repeated periodically (approximately every 30 minutes) throughout the duration of the event.

CONDITICNS Unusual events are in process or have occurred which indicate a potential degradation of the level of safety of the plant, such as those noted in,HNP-4420, Table 1. No releases of radioactive material requiring offsite response or monitoring are expected unless further degradation of safety systems occurrs.

B. REFERENCE HP-4420 .

C. ACTION

1. Proceed to control room innediately.

2. Classify and declare emergency using HNP-4420, ensure that t correct operator action has been taken to bring emergency under control.

3. Evaluate conditions and findings of the control room operator to see if a more severe emergency class should be declared. Refer to criteria in HNP-4520, 4620, 4720 & 4853 procedures. [

4. Activate rescue team if necessary by notifying Dealth Physics. .

5. Assume the duties and responsibilities of the Shift Supervisor if he does not report to the Control Room, or is incapacitated, as per HNP-4430.

6. Direct onsite actions to bring emergency under control.

2. Check wind direction and speed on panel Hil-P658 to determine location of Emergency Operation Facility (EOF).

3. Make the following announcement over the PA:

ATTENTION, ATTENTION: A STATE OF EMERGENCY OF THE ALERT CLASS EXISTS. INITIATE ALERT PROCEDURES. (NORMAL / ALTERNATE)

E.O.F.WILL BE ESTABLISHED.

Sound the Gai-tronics tone for an Alert and repeat announcement. ~

4. Check control room instrumentation to determine status of plant as to whether or not a Site or General Emergency should be declared. Notify Shift Foreman of findings from performance of HNP-4853. l S. Notify Security Force as to the location of the Emergency Operations Facility (EOF).

6. If Shift Foreman has not reported to the control room, initiate his actions an per HNP-4523.

7. Announcement of the " ALERT" status shoul'd be repeated periodically (approximately every 30 minutes) throughout the duration of the event.
