Dear Mr. Vassallo:
Summary In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for its Brunswick Steam Electric Plant (BSEP), Unit Nos. I and 2.
These changes are to clarify portions of our May 21, 1981 submittal regarding hydraulic snubbers.
Discussion Our May 21, 1981 submittal reflected our preference to retain the flexibility to assign a numerical value to "c" prior to each functional test.
In subsequent discussions with NRC, it was concluded that a clarification to the May 21, 1981 submittal would be advisable. Therefore, we are revising our previous submittal to include the formal notification of the Regional Administrator, USNRC, Region II prior to performance of a snubber functional test if the value of "c" is to be revised from the value used in the previous test.
Administrative Information Enclosed you will find the revised TS pages with the changes indicated by vertical lines in the right-hand margins. The attached pages supersede the identically numbered pages in our May 21, 1981 submittal.
