Subj ect: Oyster Creek Nuclear Generating Station Docket No. 50-219 Adequacy of Station Electric Distribution System Voltages Degraded Grid Protection for Class IE Power Systems Technical Specification Change Requeet No. 88 This letter is provided in msponse to your October 16, 1981 letters on the above subject matters. It is our position that the control and operation of the voltage regulators installed at the Oyster Creek Nuclear Generating Station are adequately covered by plant procedures. The addition of the voltage regulators as a limiting condition of operation would result in an unnecessary administrative burden and an unwarranted increase in the volume of the Technical Specifications.

The justification for this position is that the voltage regulators do not provide any safety function. They merely enhance the voltage profiles on the plant electrical distribution system. The safety equipment in the plant is actually protected by the voltage relays which were installed in accordance with the Statement of Staff Positions Relative to the Emergency Power Systema for Operating Reactors dated June 2,1977. The voltage relays enhance plant safety by protecting vital equipment from improper voltage levels. These pmtective voltage relays are adequately covered by the proposed amendment to the Technical Specifications.

Crutchfield Page 2 October 18, 1982 Based on the above, it is our conclusion that including the voltage regulators in the Technical Specifications will not improve plant safety and may adversely impact plant operations by unnecessarily increasing the already voluminous Technical Specifications for Oyster Creek.

We, therefore, request that Technical Specification Change Request No. 88 be approved as submitted.
